Ruhlin was hired as the Construction Manager-At-Risk by the Ohio Department of Natural Resources (ODNR) to update a series of Statewide Dam Projects. The Ohio Department of Natural Resources (ODNR) wanted to implement various Class I (high-hazard potential) and Class II dam risk-reduction projects statewide. These projects were necessary to reduce risk and to ensure these structures met dam safety requirements. The work required included heavy civil construction both on land and in water. The scope of the project included: working from barges or other floating plant and equipment, construction of cofferdams, administration of lake level control plans, participation in development of construction monitoring and emergency action plans and procurement of materials and equipment as necessary for implementation in the case that emergency action was required during the construction period, and construction of new spillway structures, dam embankment modifications, and dam drainage collection systems.
